The rationale behind this Organization can only be understood when one takes a critical appraisal of the state and plight of the Nigerian Youths. Our Educational Institutions which would have been grounds for social grooming and molding the characters of the youths morally and intellectually are mere coaching centres for examinations. Therefore, little or no attention is being paid to the character formation and building of the Students.
Unfortunately, the Marriage Institution which is supposed to cultivate and sensitize the family unit towards acceptable societal values and norms can no longer serve as a basis for instilling discipline in our society due to decay in the family system. Though our religious bodies have tried over the years to caution their followers on the need to be God-fearing but to no avail, those who are supposed to be the role models to the youth of this Country do not play their roles as is expected of them, instead, they encourage indiscipline, especially corruption by engaging in immoral and ungodly acts like looting public treasury, unleashing terror on known and perceived rivals, etc. Thus, the youths who have suffered years of neglect and practical guidance, are equally used to perpetuate uncanny acts due to lack of employment opportunities and sustainable means of livelihood. As a lot of them roam the streets in search of jobs which are not forthcoming, they resort to involvement in restiveness, criminal and anti-social behavior.
Unemployed youths therefore, usually apply for enlistment into the Corps under its Alternative Employment Scheme (AES). The AES is a measure designed by PCN to temporarily preoccupy unemployed youths in meaningful ventures so that they would be economically productive to themselves and the society. Under this scheme, the youths enlisted are given a 4-week initial orientation on Parade, Corps Discipline, Citizenship and Leadership Training. Part of the orientation also include lectures on: Patriotism and Nation Building, National Ethics and Discipline, First Aid and Field Hygiene, Environmental Health, Peace Communication, Identification of Cultism and other related vices among the youths, Martial Arts, etc. Thereafter, they are posted to designated educational institutions where they perform the following functions:
